When you wash your coat, all the feathers bunch up to one end of each of the stitched panels. So you put the hair dryer in the sleeve and beat the coat up to fluff it up and break up all the feathers so they're loose and fluffy instead of a solid ball. But make sure you keep the dryer on cool. Letting it run on the normal or hot setting can/will melt /burn the coat and maybe the dryer itself.
